California ALAMEDA TIMES-STAR Island, developers proceed with Point Plans to develop former Navy base will go forward By Kristin Bende Article Last Updated: Friday, November 21, 2003 - 3:08:17 AM PST ALAMEDA -- Two months after negotiations between the city and the developers pegged to build a small city at Alameda Point came to a standstill, the two sides have seemingly patched their differences and are moving forward with plans for the former U.S. Navy base. The City Council -- acting as the Alameda Reuse and Redevelopment Authority -- late Wednesday narrowly approved a "conditional acquisition agreement," a document that grants master developer Alameda Point Community Partners the option to secure rights to the property within 18 months. Alameda Point Community Partners, a consortium of developers, has been negotiating with the city since January 2002 to acquire roughly 1,000 acres of prime waterfront property to build hundreds of homes, 300,000 square feet of retail, community facilities, commercial space, parks, open space and an 800-slip marina. In September, developers accused the city of "micro-managing" negotiations and not making decisions. When talks broke down, the developers called for a "mid-course correction," and the conditional acquisition agreement. "It's a positive step and a step that will allow us to move forward in an accelerated way," said Mayor Beverly Johnson. "Now we can work better with our development partner and with the Navy to work on the environmental cleanup." The conditional acquisition agreement was approved on a 3-2 vote, with Councilmembers Marie Gilmore and Barbara Kerr dissenting.
