Guaranteed Fixed Price Remediation (GFPR) indeed saves money, but should
only be used when the site is very well understood. This has been DOE's
problem with implementing it--too much uncertainty (as well as the
agency meddling in the cleanup). If the scope of the cleanup is not
well defined, reputable companies will refuse to accept the risk imposed
by a fixed price contract. Shortcuts to stay within an unreasonable
budget or to offset unanticipated overruns are a prime cause of lapses
in quality or safety. All in all, I'm not a big fan of GFPR, because I don't believe that environmental services can be treated like a commodity.
