England FEMAIL.CO.UK Campaigners win 'ghost ships' ruling 8th December 2003 High Court judge has ruled that the licence modification allowing ships from the so-called US "ghost fleet" to be broken up in the UK "cannot stand". The decision was a victory for Friends of the Earth (FoE) which is battling to stop the "toxic" ships from being dismantled by Able UK on Teesside. The waste management licence modification was granted to Able by the Environment Agency, but at the High Court in London the agency agreed with FoE that its decision was fatally flawed. Mr Justice Sullivan said: "This defendant (the Environment Agency) is correct to concede its decision cannot stand." FoE said earlier that if it was successful Able UK would have to apply for a new licence, which will involve a full environmental assessment, if the company wants to dispose of the ships. David Wolfe, appearing for FoE, said earlier that there were now four US navy ships at Hartlepool covered by an injunction that no work be carried out until the legal position has been clarified.
