There was good news and better news coming out of the stakeholder's meeting on March 26 at city hall. Under old business, option three - a 2,000-foot pipeline from Southwest Lake to Blue Pond - got an initial blessing when the Clay County Budget, Finance and Personnel Committee shuffled its Capital Improvement Plan and found $80,000 for an undetonated ordnance sweep (UXO). Finding the money was difficult, said Glenn Lassiter, Clay County Commissioner, especially since the price tag of the project has gone up to $230,000. There are several hoops the county must go through including gaining the approval of the board of county commissioners at its next commission meeting and holding a public hearing at the same meeting, to finalize the allocation. ... Karen Padgett, of the Clay County engineering department, said the county would be taking it as a complete project (labor and materials) although the county will be supplying and purchasing the materials. In addition, Davis will have to meet insurance liability requirements and any other requirements as all county contractors are required to do. The UXO sweep must go out for bid as well. Over the next two weeks and before the commission meeting, the county will prepare an easement contract to send to the Armory Board for review and the UXO bid documents. Col.
