Tainted water stalls planned UPCO addition

 NORTH PHOENIX - A Phoenix City Council member says she can't back the
expansion plans of a Goodrich Corp. plant until the firm cleans up its
groundwater pollution.

 Councilwoman Peggy Neely's stance comes in response to Goodrich's
announcement two weeks ago that it had found high levels of perchlorate
contamination in the groundwater around its UPCO plant at Central Avenue
and Happy Valley Road. Neely's district includes the plant site.

 In a letter to Goodrich officials, Neely said company officials had
assured her that water contamination "was not going to be an issue."

 Yet after testing was done at the behest of city environmental officials,
Goodrich reported levels ranging from 43 to 130 parts of perchlorate per
billion parts of water, much greater than the state's health guideline of
14 ppb.
