Colorado Attorney General Ken Salazar said there was no evidence that three of the requested changes would have any effect on training or the movement of tanks and weapons, as the military claims. "From my perspective, it is just bad national policy to exempt the nation's biggest polluter, the federal government, from the same environmental laws that states, local governments and private industries must comply with," said Salazar, a Democrat who is running for the U.S. Senate. The proposed changes were submitted to Congress earlier this month as part of the Pentagon's drive to ease several environmental laws.
