The groups' plans hinge on obtaining private land in high-noise zones and trading it for some federal Bureau of Land Management property. The groups could then reap profits by developing those BLM tracts. Farming near the base likely would continue under lease arrangements with the federal government. There is a lot of support among Luke protectors and landowners around the Glendalebase for what the real estate groups are attempting. Continuing residential encroachment would threaten the base's ability to function as a primary training center for F-16 pilots.
