In explaining the decisions of the House Armed Services Committee, Chairman Duncan Hunter said that he hoped the exclusion of those three provisions would expedite consideration and passage of the FY2005 Defense Authorization bill. Certainly during a time of war both committees would like to see their bills pass as expeditiously as possible, the fact remains that the Department never presented a credible case for its request set itself apart from the standard regulatory requirements of the nation's public health laws. It remains to be seen whether this provision will surface again, but, at least for this legislative session, the message from Congress is certainly clear.
