FORT ORD: A DECADE OF PROMISE AND DELAY
Ordnance, environmental concerns, red tape postpone public transfer

As the owner of the Marina Airport Restaurant, Bill Lee is resigned to
counting his lunch crowd on his fingers.

Lee, a retired Army major, says Marina officials begged him to open the
restaurant at the airport, the former Fritzsche Army Airfield at Fort
Ord. They said there would be a steady stream of customers.

restaurant and opened for business. Customers didn't stream in. They
trickled. Ten years after the Fort Ord reuse process began, the area
around his restaurant still feels like "no man's land," says Lee.

"It's like they dropped a neutron bomb and the only thing left are the buildings."

A decade after it closed, Fort Ord has the distinction of being one of
the most difficult base conversions in the nation, a victim of maddening
bureaucracy and overlapping jurisdictions. Interviews with dozens of
officials, city leaders, regulators and others involved in the process,
coupled with a review of documents dating from before the actual
closure, reveal a conversion process riddled with delay.
