Lee, a retired Army major, says Marina officials begged him to open the restaurant at the airport, the former Fritzsche Army Airfield at Fort Ord. They said there would be a steady stream of customers. So in 1998, he converted a former mess hall and two storage rooms into a restaurant and opened for business. Customers didn't stream in. They trickled. Ten years after the Fort Ord reuse process began, the area around his restaurant still feels like "no man's land," says Lee. "It's like they dropped a neutron bomb and the only thing left are the buildings." A decade after it closed, Fort Ord has the distinction of being one of the most difficult base conversions in the nation, a victim of maddening bureaucracy and overlapping jurisdictions.
