Monday's announcement came nearly 12 years and $26 million after health agencies first complained of polluted groundwater at the site. Congressional, state and military officials praised the environmental restoration Monday. The project dated to the discovery of trichloroethylene (TCE) and perchloroethylene (PCE) buried in landfills in the 1950s, '60s and '70s. U.S. Sen. Paul Sarbanes said he urged the Army to make the soil cleanup a priority. "This is one of those projects that got more complex rather than less as it moved along," he said. The problems began in 1992, when the Maryland Department of the Environment and the Frederick County Health Department discovered chemical contamination in private wells outside the base.
