Are Utah downwinders getting screwed?

Preston J. Truman grew up in Enterprise, Utah, at the height of
above-ground nuclear testing during the 1950s and ?60s. Like countless
others, he lived downwind, under the clouds of radioactive fallout. He
doesn't like to talk about the lymphoma he suffered as a result of that
fallout, even though it qualifies him to receive compensation from the
federal government under the Radiation Exposure Compensation Act (RECA).

Truman was in "politically acceptable" Washington County, during the
"politically acceptable" years and suffered the "politically acceptable"
kind of cancer to qualify. As head of Downwinders Inc., he has devoted his
life to helping hundreds of fellow downwinders get compensation, spending
hours helping them fill out the lengthy forms. Yet, he has steadfastly
refused to apply for it himself. Why? In his words, "As long as
compensation isn't applied equally for all downwinders, I won't take it."

Currently, the federal government compensates only those downwinders who
lived in one of 21 rural counties in southern Utah, Nevada and Arizona
during specified time periods and who suffered from multiple myelomas,
lymphomas, leukemia or from primary cancer of the thyroid, breast,
esophagus, stomach, pharynx, small intestine, pancreas, bile ducts, gall
bladder, liver, lung, salivary gland, bladder, brain, colon or ovary. Here
in Utah, counties falling under possible compensation include Washington,
Kane, San Juan, Garfield, Iron, Wayne, Piute, Beaver, Sevier and Millard.
