Army's landfill plan not halting arsenic plume By Nathan Lamb Harvard Hillside (MA) October 6, 2004 SHIRLEY -- The Army and environmental authorities agree that arsenic leaching from Shepley's Hill at Devens towards Plow Shop Pond and West Main Street in Ayer is a major problem. They just haven't agreed on the best way to fix it. While the Army thought it had contained the former landfill's contaminants when a high-density polyurethane cap was installed on the site in the early 90s, it has since been discovered that portions of that cap are leaking and arsenic-laced groundwater has migrated north toward the town and waters which feed Plow Shop Pond. In response, the Army has turned to its contingency plans for an answer.
