David Gordon Groton Landmark (MA) October 15, 2004 DEVENS -- MassDevelopment officials have said that delay of a plan to build new housing on land off Grant Road came about through the need to first implement new guidelines for affordable housing. Another reason was voiced this week. The Devens Enterprise Commission (DEC) learned from MassDevelopment Vice President for Community Relations Meg Delorier that the federal Environmental Protection Agency (EPA) is requiring further testing for unexploded ordnance (UXO) on a 130-acre site located within the Grant Road area where the housing project is to be located.
