Expansion of plant worries neighbors Meghan E. Moravcik The Arizona Republic October 21, 2004 NORTH PHOENIX - Residents are gearing up for another fight against an explosive-devices plant, this time over expansion issues. The UPCO plant, owned by Goodrich Corp., is seeking permission from Phoenix to expand and use explosives for testing at its site at Happy Valley Road and Central Avenue. The plant develops and manufactures propellant-operated devices, such as military aircraft-ejection seats, which require the use of explosives in testing. Area residents fear for their safety and property. They believe an expansion could mean fires and health risks. More than 120 households formed the Happy Valley Neighborhood Alliance to fight the rezoning and other issues, most recently groundwater contamination at the plant.
