Emission Factors and Background Documents on Ordnance Detonation
Accepted By EPA

Ten emission factor documents submitted by the US Army Environmental
Center have recently been accepted by the EPA for inclusion into the
document, Compilation of Air Pollutant Emission Factors, AP-42, Fifth
Edition, Volume I: Stationary Point and Area Sources. The first set of
emission factors submitted by USAEC included signals and simulators, in
section 15.8, and projectiles, canisters, and charges, in section 15.4.
When complete, the AP-42 Section 15 on ordnance detonation will be the
definitive national document on such emissions and will be instrumental
in improving emission inventories and the accuracy of air quality and
management models. Additional emission factor documents for section 15
are being submitted to the EPA over the next year.

The EPA and USAEC coordinated closely in the development and
implementation of field tests to ensure proper AP-42 procedures were
followed. During Training Ordnance Emission Characterization tests,
ordnance was detonated in a thermal treatment characterization facility
known as a BangBox(tm). The BangBox used during the tests was a 50-foot
diameter hemisphere. Within the test chamber were samplers, a steel
lined detonation pit, an automatically regulated inflation blower,
environmental control equipment, and a sampling tube. Real-time
analyzers were connected to a data recorder.

All documents are on the EPA website,
http://www.epa.gov/ttn/chief/ap42/index.html, for public comment and the
EPA anticipates final inclusion into AP-42 by the end of summer 2004.
