Suburb extends development pact Contract requires no public money BY ALLEN POWELL II Pioneer Press (MN) October 27, 2004 Arden Hills has agreed to extend its partnership with a group of developers that has dramatic plans for the largest undeveloped parcel of land in Ramsey County. The Arden Hills City Council agreed Monday to extend the city's interim development agreement with CRR, LLC of Delaware until May. The agreement will serve as a benchmark for proposed changes to the 2,700-acre Twin Cities Army Ammunition Plant. The Army could transfer the property to the city in about two years. First signed in August 2002, the interim agreement was set to expire next month. Arden Hills has been negotiating the extension for months. Council members initially balked at some of the developers' requests, such as a requirement that the city be obligated to provide public assistance if there was a funding shortfall once construction started.
