Proposed bill would help Crane By Nick Schneider Linton Daily Citizen (IN) January 18, 2005 A group of area state lawmakers are touting a bill in the Indiana General Assembly that would allow Naval Surface Warfare Center, Crane Division to operate with few state government restrictions and impediments. Also known as the Military Base Protection Act, House Bill 1022, written by State Rep. Eric Koch (D-Bedford), is co-sponsored by State Reps. Bruce Borders (R-Jasonville), Peggy Welch (D-Bloomington) and Troy Woodruff (R-Vincennes). The Military Base Protection Act, if passed, would establish a Military Base Planning Council. The council would be required to study and report on issues related to military bases. The bill also requires the Indiana Department of Environmental Management (IDEM) to give priority to permit applications concerning operations that involve the destruction, reclamation, recycling, reprocessing, or demilitarization of ordnance and other explosive materials at military bases that contain more than 60,000 acres of property and is used for the design, construction, maintenance, and testing of electronic devices and ordnance. It also provides immunity from civil liability for military bases for damages relating to: Noise that results from the operation of the military base that may be heard within two miles of the military base; and interference with telecommunications that results from the operation of the military base and occurs within five miles of the military base. ...
