Deadliness below Congress must take the lead in addressing ocean dumpsites Editorial Newport News Daily Press May 14, 2006 One way to improve a proposal's prospects in Congress is to hitch it onto a bill that's bound to make it all the way through the legislative maze, and not languish or die at any of the steps along the way. The ride-along strategy was a smart choice by Rep. Rob Andrews of New Jersey, who wants Congress to exert some leadership in finding out more about the danger posed by decades of ocean dumping of munitions. Andrews chose the defense spending bill as a vehicle to require the Secretary of Defense to determine whether any human populations have been harmed by the dumping. It makes sense, because the bill authorizes spending for the Army, which is responsible for most of the dumping, and because he sits on the House committee that drafts the bill. Over on the Senate side, Virginia's Sen. John Warner, who chairs the Armed Services Committee and is also interested in the dumping issue, can help smooth the way for the proposal. ...
