Submitted by Peter Strauss <petestrauss1@comcast.net> California has a Public Health Goal (PHG) that is “To-Be-Considered” in addressing Applicable or Relevant and Appropriate Requirements (ARARs). For TCE in groundwater, the PHG was changed from 2.3 ppb to 0.8 ppb. This is assumed to be equivalent to an increased risk of 1 in a million excess lifetime cancers. This latter number was adopted by the Office of Environmental Health Hazard Assessment, and is in conformance with the State Implementation Plan. Also of note is that California recently adopted a water quality objective (WQO) for tritium in groundwater of 400 Pico curies per liter (pCi/L). WQOs are modeled on a risk factor of 1x10-6 excess cancers. The MCL is 20,000. This is relevant at sites such as Lawrence Livermore National Laboratory (LLNL) and other DOE sites where there is a debate on whether to clean up to WQOs or MCLs. Peter --
