Foes of Prop. 207 cite threat to D-M Backers dismiss those concerns as a red herring By Erica Meltzer ARIZONA DAILY STAR October 19, 2006 It will be harder to protect Davis-Monthan Air Force Base and implement the Sonoran Desert Conservation Plan if Proposition 207 is approved in November, opponents of the ballot measure said Wednesday. Proposition 207 requires government to compensate property owners if new regulations reduce the value of their land. For example, if your zoning allows you to build three houses on your acre, and the city lets you build only one, it would have to pay you for the loss of value. Proponents of the measure call the base issue a red herring and contend property owners should be compensated if they have to roll back their plans to make room for open space or native plants. But opponents say the regulatory takings aspect of Proposition 207 could prevent zoning changes that are part of ongoing efforts to protect the environment and Davis-Monthan. ...
