Just ask Lonnie and Pat McCoy. ... The McCoys, who moved to Rayon Park in 1999, decided two years later that it was time for action. In 2001, the couple joined fellow residents Paul and Sue Patton and many others in requesting help from the Chesterfield Board of Supervisors. "Our whole backyard was under water," Pat McCoy recalled. "It smelled like raw sewage. We were trying to make this a better place. We had a 10-year-old daughter to raise." Later, the McCoys learned that their neighbor, the Defense Supply Center Richmond, had been declared a Superfund site in 1987 and received federal funding for cleanup because toxic chemicals had been dumped into the ground for years. ...
