Subject: [CPEO-MEF] ESTCP Funding Opportunity

FUNDING AVAILABLE FOR ENVIRONMENTAL TECHNOLOGY

DEMONSTRATION AND VALIDATION

ARLINGTON, VA, January 04, 2007 -The Department of Defense (DoD) through the Environmental Security Technology Certification Program (ESTCP), supports the demonstration and validation of environmental technologies that address priority DoD environmental requirements. The goal of ESTCP is to transition mature environmental science and technology projects through the demonstration and validation phase, thereby enabling promising technologies to receive regulatory and DoD end-user acceptance and to be fielded and commercialized more effectively and more rapidly.

ESTCP is seeking innovative environmental technology demonstrations as candidates for funding beginning in Fiscal Year (FY) 2008. This solicitation requests pre-proposals via Calls for Proposals to DoD organizations and Federal (Non-DoD) organizations, and via a Broad Agency Announcement for Private Sector organizations. PRE-PROPOSALS ARE DUE BY THURSDAY, MARCH 15, 2007.

Detailed instructions for DoD, Non-DoD Federal, and BAA proposers (i.e., ESTCP’s objectives, proposal submission requirements, a summary of the proposal evaluation process, and the relevant topic areas) are available on the ESTCP website: http://www.estcp.org/opportunities.

DoD organizations (Service and Defense Agencies) may submit pre-proposals for demonstrations of innovative environmental technologies in the following topic areas:

* Environmental Restoration - innovative technologies for the cost-effective detection, characterization, assessment, containment and remediation of chemical contaminants in soil, sediments, and ground and surface water. * Munitions Management - advanced geophysical sensor and signal processing technologies for the site characterization, detection and discrimination, remediation, and prevention of unexploded ordnance (UXO) and technologies for range clearance and reduced generation of UXO. * Sustainable Infrastructure - natural resources management (e.g., ecosystem-based management, land management and watershed protection, maritime sustainability), facilities and energy management (e.g., energy, noise, air and water quality, facility waste), and detection and evaluation of cultural resources on military installations. * Weapons Systems and Platforms - advanced alternative environmental technologies and materials associated with the design, construction, maintenance, repair and operations of DoD weapons systems and platforms (e.g., manufacturing and maintenance, green energetics, emissions.)

The Broad Agency Announcement (BAA) is seeking proposals from Non-DoD Federal organizations and the Private Sector for environmental technologies in the following topic areas only:

    * Military Munitions Detection, Discrimination, and Remediation
    * Sustaining Natural Resources on Training and Testing Lands
    * Remediation of Contaminated Groundwater
    * Remediation of Contaminated Sediments
    * Energy Efficiency and Renewable Energy for DoD Installations
