Yuba developer won't wait Contractor hired because military too slow By Russell Carollo Sacramento Bee (CA) April 22, 2007Green hills roll into the horizon. The Sacramento skyline is barely visible 45 miles to the south. The Sutter Buttes tower above the pastures to the northwest. Spring calendar scenes can be seen in every direction. A perfect place for houses, attracting buyers from as far away as Sacramento with the promise of fresh air, larger lots with views and cheaper prices. That's why in 1990 developer Gary Gallelli started buying land, much of it cattle pasture, for what is now the proposed Yuba Highlands: more than 5,000 homes, an 18-hole golf course and a shopping center. Any large development in California faces years of maneuvering through a maze of environmental, zoning and construction regulations, and Gallelli was prepared for that. But he wasn't prepared for what he said he learned later. ...
