Pact Preserves 3rd Oahu Parcel U.S. Army Garrison, Hawaii Army Environmental Center Environmental Update Summer, 2007Hawaii's Pupukea-Paumalu, a 1,129-acre coastal bluff overlooking Oahu’s North Shore is now permanently protected because of a partnership including the U.S. Army Garrison, Hawaii, The Trust for Public Land (TPL) and the North Shore Community Land Trust. The Pupukea agreement, signed in June, marks the third military buffer area on Oahu within two years. In 2006, the Garrison used funds from the Army Compatible Use Buffer (ACUB) and the Defense Department Readiness and Environmental Protection Initiative (REPI) programs, with help from TPL, to help purchase of Waimea Valley. In April, the Hawaii Garrison used ACUB to contribute nearly $1 million to the purchase of the 3,716-acre Moanalua Valley. "In large measure, [Pupukea and Waimea are] very connected projects because they both buffer against the same training area," said Col. Howard J. Killian, commander, U.S. Army Garrison, Hawaii. "They're both on the North Shore, and the North Shore community voiced a real interest and concern in protecting both places, so it really gave us an opportunity where one otherwise might not have existed." ...
