Report: Naval base plan feasible Rendell's proposal for Willow Grove would initially cost $20 million. By Patrick Lester Allentown Morning Call March 4, 2008 Gov. Ed Rendell's plan to turn Willow Grove Naval Air Station into a state-run homeland security hub would cost $20 million to launch and $11 million each year to operate, becoming financially self-sufficient six years after opening, according to a report released Monday. The state-commissioned report says Rendell's plan to host offices of the Federal Emergency Management Agency, the Bureau of Alcohol, Tobacco, Firearms and Explosives and many other federal and state agencies on the 1,100-acre Montgomery County base would be ''unmatched'' in the country. The hub would open in 2011, after the Navy leaves the Horsham Township property as part of a Base Realignment and Closure plan. ...
