Jerome Sears United States Army Reserve Center in Southwest Portland still undecided, area residents are building their case for turning it into a city-owned emergency response and maintenance facility — while not ruling out building more affordable housing in their neighborhood. City Commissioner Nick Fish will tour the center at 2730 S.W. Multnomah Blvd. with neighborhood leaders Monday afternoon.
