Council approves site for affordable housing project Portland Daily Journal of Commerce (OR) July 11, 2008Portland City Council on Wednesday approved a resolution to use the site of the Jerome F. Sears U.S. Army Reserve Center in Southwest Portland for an affordable housing complex. Owned by the Department of Defense, the center, which is valued at $3 million, is being abandoned as part of a federal military base closure plan. The government plans to offer the site to the city for 75 percent of the cost if it is used for homeless or low-income housing. Neighborhood leaders had wanted the site to be used for an emergency response and maintenance center, and the Federal Emergency Management Agency would have offered the center for free if it was used for such a purpose. ...
