A four-year battle over what to do with thousands of acres surrounding 
Luke Air Force Base has found its way to court.

Maricopa County and the state government filed competing lawsuits 
Tuesday, asking Arizona courts to settle a feud over who has the right 
to tell property owners what they can do with their land.

Attorney General Terry Goddard wants a judge to order Maricopa County to 
adopt new land-use plans that restrict development around Luke Air Force 
Base and two satellite fields.
