Runway bond issue questions and answers

Cascade County commissioners are asking voters to support a bond issue 
to sell up to $3,265,000 in bonds to buy land or development rights 
contained in the accident potential zones underneath the flight path of 
Malmstrom Air Force base's runway.

Here, in question and answer format, is an explanation of why the bond 
issue is sought, how much it would cost and how purchase program would work.

What prompted the bond issue?

Part of the land was on the verge of development, and Malmstrom 
supporters felt a housing development there would block any chance of 
the Air Force reactivating Malmstrom's runway, closed in 1996, and 
bringing in a new flying mission.
