BLM to Authorize Navy Training on Public Land in Eastern San Diego County

The Navy has released an environmental assessment (EA) for public review on the proposed action to expand the Remote Training Site Warner Springs (RTSWS) located in eastern San Diego County.

The Bureau of Land Management (BLM), Palm Springs-South Coast Field Office has authorized the use of 609 acres of public land as part of the proposed expansion and realignment of the training areas which also includes U.S. Forest Service (USFS) and Vista Irrigation District (VID) lands.

The RTSWS is currently located approximately 45 miles northeast of San Diego and is managed by the Navy as part of Naval Base Coronado currently on USFS and VID lands. The primary tenant and user of the RTSWS is Survival, Evasion, Resistance, and Escape (SERE) West. The primary purpose for the RTSWS is to conduct SERE training, with a secondary purpose of supporting training activities for Naval Special Warfare (NSW) personnel, including clandestine insertion, reconnaissance, surveillance and extraction training.

Although the proposed action would extend military training activities onto land not currently used for that purpose, the action will not change the general public use of or recreational access to public lands as they now exist.
