Question of who will re-skin Hangar One remains unsettled By Jason Green, Daily News San Jose Mercury News (CA) November 14, 2009The question of whose responsibility it is to re-skin Hangar One after its contaminated panels are peeled off remained unanswered this week, with a federal agency yet to decide whether NASA or the Navy should foot the bill. Further complicating the South Bay landmark's future, the Navy appears on track to begin de-skinning the structure next spring. A program manager with AMEC Earth & Environmental, the United Kingdom-based company hired to do the work, presented an overview of its plans at a Moffett Restoration Advisory Board meeting Thursday night. NASA and the Navy asked the Office of Management and Budget in September to resolve their impasse over which agency should pay for a new skin. The Navy, which turned over Moffett Field to NASA Ames Research Center in 1994, maintains it is responsible only for cleaning up PCBs, lead and other toxins at Hangar One. Kathy Stewart, the Navy's Base Realignment and Closure environmental coordinator for Moffett Field, announced at the board meeting that the federal agency hadn't settled the dispute and there is "no time frame for a decision." ...
