So the solution by US EPA is to do nothing, but then attempt to make
sure it does not affect anyone? "Monitored natural attenuation, or
natural reduction in the environment, with land-use controls" is based
on a faulty premise that limiting exposure is a remedy. The harm is the
removal of a valuable natural resource from use by the owners, the
United States public. Neither of the parties in charge of the cleanup,
the DOD as polluter, or the EPA as regulator, own these natural
resources. They are trustees over property that is held for the benefit
of the public. They are negligent trustees.

What good is protecting America with missiles and men if your pollution
makes barren that which you protect?
