Benicia tries to dodge Arsenal bill By Tony Burchyns Vallejo Times-Herald (CA) November 21, 2010BENICIA -- Details are emerging about a plan to clean up the city's former military base without making private property owners or the city pay the bill. In a proposal headed to the City Council on Tuesday, today's property owners -- including the city -- would not bear the financial burden of cleaning up any significant U.S. Army contamination discovered at the nearly 3,000-acre Benicia Arsenal. Further, all parties would be held to the same, known cleanup levels.The city has been under increasing pressure from state regulators to clean up the Arsenal, a former weapons depot and small arms manufacturer that closed in 1964.
