IG: Army improperly chose Alexandria location for BRAC building By ANDY MEDICI Federal Times April 21, 2011The battle over the controversial new Army administrative headquarters building in Alexandria, Va., may be heading to court. Rep. Jim Moran, D-Va., unveiled a new Defense Department inspector general report that concludes the Army failed to perform adequate environmental assessments before choosing the building's location, and he said the report is the foundation for a lawsuit. "We feel that given the time frame, the best recourse is legal action," Moran said. The Army plans to have the 6,400-employee facility up and running by Sept. 15, the deadline for all Base Realignment and Closure Act consolidations. The April 19 IG report calls into question an earlier Army finding that said the impact to traffic in the area would not be significant. The new report recommends the Army conduct a new "more technically robust, stand-alone traffic impact analysis" and re-evaluate its transportation management plan. ...
