Kelly's closure shook the city

Kelly AFB rose from a dusty flight-training base in World War I to a giant engine of economic transformation in San Antonio, creating jobs and a folklore that over generations became woven into the city’s consciousness.

It seemed as if Kelly, a mighty cog in the United States’ Cold War military-industrial complex, had always been here and always would be, which is why the 1995 Defense Base Closure and Realignment Commission’s order to shutter the installation was such a stunner.

“For generations of Hispanic families, probably more so than anybody, for generations it pulled them out of poverty, it gave them hope,” said Bexar County Judge Nelson Wolff. “Kelly was the key factor in offering upward mobility for Hispanics.”
