Roadblocks develop on Hawaiian Home Lands projects By Marie Fellenstein Hale North Hawaii News September 23?, 2015 At the Waimea Community Association (WCA) monthly Town Meeting on Sept. 10, the main focus was on community projects in Waimea, including updates on the Department of Hawaiian Home Lands (DHHL) and Habitat for Humanity. … Unexploded ordnance (UXO) issues are concerns for both parcels. The former Waikoloa Maneuver Area and DHHL lands used for testing during World War II may still contain the dangerous weaponry. Aside from safety issues, UXO affects access to the Housing and Urban Development (HUD) Section 184A funds, a Native Hawaiian Housing Loan Guarantee Program, that provide mortgages specifically for Native Hawaiians on Hawaiian home lands.
