Oakland: Sen. Hancock introduces four bills to restrict coal exports

OAKLAND -- State Sen. Loni Hancock on Friday introduced a package of bills squarely aimed at restricting coal exports in California and specifically at a proposed terminal adjacent to the Port of Oakland where a developer plans to ship the ore to Asia. 

The legislation can also be seen as a nudge to leaders of Oakland, where Mayor Libby Schaaf and council members are taking time to figure out if they can stop Terminal Logistics Solutions from bringing in rail cars of coal to the terminal and loading it onto vessels for transport overseas. 

A 2013 city agreement to develop the large shipping terminal made no mention of coal but did not restrict it as one of the commodities to be exported there. In May 2014 the city passed a resolution opposing the transportation of coal and crude oil through Oakland. 

"I was shocked when I learned that the development project on the former Oakland Army Base plans to export millions of tons of coal to China and other Pacific Rim countries and they want to spend state money to do it," Hancock, D-Oakland, said at her Oakland office. "The idea to suddenly use this for a coal export depot is bad for the state of California, it's bad for the East Bay, it's bad for the city of Oakland and it is devastating for the community of West Oakland."
