The Department of Defense’s Environmental Security Technology Certification Program (ESTCP) released a solicitation on January 4, 2024, requesting proposals for demonstrations of environmental and installation energy technologies.

DOD ORGANIZATIONS: The DoD Call for Proposals requests pre-proposals related to:

  • Environmental Restoration 
  • Resource Conservation and Resilience 
  • Weapons Systems and Platforms 
  • Analysis of Material and Non-Material Heat Island Resilience Solutions
  • Acquisition, Operation, and Sustainment of DoD-owned Microgrids
  • Efficient Building HVAC and Water Heating Systems
  • Energy Resilience on DoD Installations
  • Water Infrastructure Mapping and Composition
  • Innovative Solutions to Improve Building Energy Efficiency and Performance
  • Scalable Design for Deep Energy Retrofits
  • Solutions to Support Heat Pump and Heat Pump Water Heater Deployment
  • Technology Demonstrations to Accelerate Deployment of Energy and Water Efficiency and Resilience Solutions
  • Water Resilience on DoD Installations
  • Munitions Response in Underwater Environments

BAA and FEDERAL ORGANIZATIONS OUTSIDE DOD: The Broad Agency Announcement (BAA) and Call for Proposals for Federal Organizations Outside DoD request pre-proposals responding to the following topics only:

  • Innovative Technology Transfer Approaches
  • Management of Impacted Soils and Waters
  • Analysis of Material and Non-Material Heat Island Resilience Solutions
  • Acquisition, Operation, and Sustainment of DoD-owned Microgrids
  • Efficient Building HVAC and Water Heating Systems
  • Energy Resilience on DoD Installations
  • Water Infrastructure Mapping and Composition
  • Innovative Solutions to Improve Building Energy Efficiency and Performance
  • Scalable Design for Deep Energy Retrofits
  • Solutions to Support Heat Pump and Heat Pump Water Heater Deployment

The due date for all pre-proposals is March 7, 2024 by 2:00 p.m. ET. More information about the solicitation, including instructions and deadlines, is available on the ESTCP website.

 
Webinar for the ESTCP Solicitation
 
ESTCP Director Dr. Kimberly Spangler, Deputy Director Dr. Andrea Leeson, and the ESTCP Program Managers will conduct a webinar for those interested in new ESTCP funding opportunities. The webinar date will be announced soon. During the webinar, participants will be able to ask questions about the funding process, the current ESTCP solicitation, and the proposal submission process.
