The United States Navy Announces
the Third Five-Year Review
Naval Weapons Industrial Reserve Plant
Bedford, Massachusetts
The United States Navy (Navy), in coordination with the United States
Environmental Protection Agency (U.S. EPA) and Massachusetts Department
of Environmental Protection, has completed the Third Five-Year Review
(FYR) for the former Naval Weapons Industrial Reserve Plant (NWIRP)
Bedford in Bedford, Massachusetts. A FYR Report has been prepared by
the Navy as part of the Environmental Restoration Program (ERP),
following applicable U.S. EPA guidelines under the Comprehensive
Environmental Response, Compensation, and Liability Act (CERCLA). Navy
and CERCLA guidelines call for this review every five years to determine
whether remedies selected at ERP sites where contaminants remain at
levels above those that would allow for unrestricted use and unlimited
exposure are effectively protecting human health and the environment.
NWIRP Bedford ERP sites included in this FYR are Site 3 (Northern
Chlorinated Solvent Groundwater Plume) and Site 4 (Benzene, Toluene,
Ethylbenzene, and Xylene Plume); a third site known as the Southern
Flight Test Area (Southern Chlorinated Solvent Groundwater Plume),
administratively added to Site 3, has been included in the FYR. The
selected remedies detailed in decision documents include groundwater
extraction and treatment, long-term groundwater monitoring, and land use
controls.
The Third FYR Report, has been made available to the public at the
following Information Repository website that the Navy maintains for the
NWIRP Bedford Restoration Advisory Board and the Administrative Record,
which contains data and documentation supporting past site decisions
regarding the Navy's ERP cleanup at NWIRP Bedford: https://www.navfac.navy.mil/Divisions/Environmental/Products-and-Services/Environmental-Restoration/Mid-Atlantic/Bedford-NWIRP/Administrative-Record/.
The Third FYR Report will also be available in hardcopy for public
review at the following repository: Bedford Public Library, 7 Mudge Way,
Bedford, Massachusetts.
