Builders want safeguards to promote development of former industrial sites

Residential builders are asking Congress to provide reasonable incentives
and guarantees against future liability to facilitate brownfields
development in inner cities.
Builders say that more specific rules are needed to promote brownfields
development.
Pennsylvania's law provides for flexible remediation standards and offers a
release of liability to the owner of brownfields property once one of the
remediation standards has been achieved.
While the release of liability runs with the land to future property owners
as far as the state is concerned, a developer is not insulated from
liability under federal law.
