This sounds all so familiar to what I have observed at Ft. Ord.
I'm wondering if other RABs are experiencing the same thing.
I'm wondering too, if we are seeing a shift from at least some
degree of acknowledged community participation on the part of
DoD to a policy of community exclusion, at least on any substantive
level?
