Tuesday 4/27/99 Brownfields Introduction 30) Emery Graham City of Wilmington, DE ------------------------------ ======================================================================== From: Emery Graham <"egraham"@ci.wilmington.de.us> Subject: Introductions Date: 4/27/99 Hello; I'm Emery Graham, Brownfields Coordinator and Economic Development Coordinator for the City of Wilmington, Delaware. I'm also a Ph.D student in the University of Delaware's Center for Energy and Environmental Policy. My dissertation will explore the historical discourse of colonialism as a conceptual framework for understanding brownfields and citizen participation. Another interest, more practical, is developing a pilot project around the notion of using loan loss reserves as a means of financing brownfields development. Another interest is in fully explicating the emergence of a consciousness of the need for supporting systems development in municipalities engaged in brownfields development(hazardous waste site development). There are a number of artifacts of our social relationships around production that need to be examined, especially those that falsify the notion of low income families benefiting as investors in brownfield development projects or gaining employment as a result of either the development of brownfield sites or from the resulting job opportunities resulting from brownfield development. Since I became acquainted with this valuable listserv a number of pieces of legislation have been passed. One of the most important ordinances requires owners of hazardous waste sites to register the sites with the department of licenses and inspections, pay an annual registration fee, and fence the sites in order to prevent public access. Another important event has been the involvement of the Public Health Foundation with the city government in developing a health profile for the city. Environmental health has emerged as a salient issue. When I'm not dealing with work I'm a photographer. I work in landscapes, portraits, events, and yes; environmental waste sites.
