SPRINGFIELD — The City Council and Mayor Michael J. Albano support a proposal that would offer relief on back taxes to some new owners of contaminated property, but Albano said yesterday he strongly objects to a new council amendment. On Monday, the council gave first-step approval to a revised "Brownfield Tax Abatements" ordinance. The ordinance would encourage investors to purchase, clean and develop contaminated land with the offer of tax relief. The council added one clause, requiring that any tax-abatement agreement negotiated between the Board of Assessors and the property owner must be reviewed and approved by the council.
