Jones Savannah Morning News http://www.savannahmorningnews.com/exchange/stories/021701/PULdevelopment.shtml ATLANTA - In the 99 years Atlantic Steel recycled scrap metal into light posts, nails and cotton bails, its surroundings changed from countryside dotted with mill workers' homes to one of the fastest-growing cities in the country. Now, the mill itself has been scrapped, erasing a dark shadow on Atlanta's skyline. The toxic wastes removed, the site is being recycled into a $2 billion office, retail and residential complex on a spot some considered unsalvageable. Insiders call it brownfield development, but to environmentalists it is alchemy: taking a huge 145-acre site of a steel mill, cleaning up the soil contaminated over a century of production, and turning it into a downtown community of 4,000 homes, office towers and tree-lined boulevards. Federal regulators relaxed rules to allow the development of the old Atlantic Steel site near Georgia Tech, Turner Broadcasting's headquarters and a cluster of budding cutting-edge telecommunications companies.
