Brownfields widespread, confidential Ohio industrial pollution list shows

State officials plan to spend $200 million scouring pollution from abandoned
industrial sites, but there is no easy way for citizens to find out whether
that vacant lot down the street is contaminated. 

The Ohio Environmental Protection Agency, along with cities and private
developers, slowly has started to clean some of the sites, known as
brownfields, years after poisonous metals, cancer-causing chemicals and other
hazardous wastes were brought to the state's attention. 

Although many government agencies routinely make important information
available on the Internet and through other methods, the Ohio EPA no longer
makes its list of polluted properties public. 

"We don't have a (public) list because we aren't allowed to keep one,'' said
EPA Director Christopher Jones. 

Last year, the state Environmental Review Appeals Commission ordered the EPA to
stop publishing its list of contaminated sites after Dayton Power & Light filed
a complaint. The commission agreed with the utility that publication of the
EPA's list violated private-property rights.
