I need correct Lenny's definition of CERCLIS. It is not a list of
contaminated sites, but rather is a list which includes sites where there
is (or was) some suspicion of contamination. That suspicion was defined
rather broadly at the onset of the Superfund program, and the misperception
that inclusion on CERCLIS = contamination is arguably one of the reasons
that Brownfields exist in the first place (hence the EPA definition as
sites "with real or perceived contamination". EPA deleted lots of sites
from that very long list after recognizing that many sites were included
without sufficient (or any) evidence of contamination, but even with those
remaining on CERCLIS, until a site is assessed or investigated to confirm
the suspicions that led to its listing, it should only be regarded as
possibly contaminated rather than contaminated.
