FRANKFORT, Ky. -- A House committee Tuesday merged its approach to cleaning up
old industrial sites into a Senate bill, appeasing the political and
environmental concerns of many legislators. 

Abandoned, polluted buildings are found in every Kentucky county. But few
developers are willing to purchase and rehabilitate them because of the money,
effort and possible liability that comes with it. 

Under the legislation, developers would not be required to clean old sites
completely before reusing them. They would only have to demonstrate that
they've contained the pollution so it's no longer a threat. 

Under current state law, redeveloping an industrial site means cleaning or
containing pollution that remains on the land or in the building.
