to move market information more efficiently. Explore insurance archaeology
to bring in funds and link to corporate supporters.

Seek comittments from local legislators to clean sites to residential
standards, health standards.

Market based solutions only work where there's a willing buyer and seller.
As constructed, Brownfields programs are subsidies to private sector actors
and have a very limited scope.
