Christina, In one case the OCS failed to set up a decontamination zone as per 29 CFR 1910.120. There was no medical log for site visitors and no requirements for minimal levels of training at an EPA removal site that ended up costing over 12 million bucks. I've seen this type of disregard happen at more than one site in Wilmington, Delaware. The general public is often at risk when the state or EPA does a cleanup that's not highly publicized. We currently have a site on the State cleanup list that's contaminated with arsenic. It's in a densely populated black community. There are no signs indicating where contaminants are and no barriers that would prevent the general public, city workers, or commuters from walking in the contaminated areas.
