It is probably true that the government cannot be the lead on all the brownfields cleanups. They have funding and manpower shortages that will not disappear. However, community involvement and even science bends (if not disappears) remarkably easy under the pressure of the dollar. I have seen little in my 10 years of environmental cleanup to convince me that the private sector does not need some fairly solid participation from the regulatory side. Because the definition of Brownfield sites is so broad, Government can't possibly be the lead agency on these cleanups.
